It is true, Zenity is held back, but there is a version that works. Lite Apps, use Zenity and they work in LL 7.0.
If the emulator triggers some version compatibility errors, this should rise at least a warning message. Also, this should break the installation process, since the package is held, thus unavailable.
This makes me think that the emulator is unsafe to install, due to programming issues.
A good programming philosophy, is to check thoroughly all kind of backwards compatibility possible issues and correct them before releasing the version.
I do use PPAs, but I usually check the latest commits. This allows me to figure out if any kind of issue related to old packages might show up, in case the software is too old.

The problem is that this is an install manager for Steam.
This issue should be addressed to the developer and the Steam development team.
If the installer breaks the OS configuration, which seems to happen based on the available info, then people involved in the development process should be notified.
Further more, in the manual, there should be clear instructions regarding each DE and the required WM settings.
Is there a section "Known Issues" in the manuals (EmuDeck and Steam)?

As far as I know, all software manuals have a section "Minimum requirements" and a "Settings" one.
In my practice, I never install a software based on what it says it does, except the case I'm ready to waste some (big?) time backing up and restoring, in case of system failure.
Although I use low-level backups and the restore process goes fast enough, it still takes time and it's annoying.
Even so, I search for reviews and video tutorials and if I can get a fair idea on what am I supposed to face in the "worst scenario" case, I proceed; else, I postpone the installation and search for more info. That proved to be a good practice, over the years.
