I can't change the language in version 7

Good afternoon, guys, if anyone can help me, I would really appreciate it. I used version 6.6 translated perfectly into Brazilian Portuguese, changed appropriately in the language settings. Yesterday I installed version 7 and I am unable to put the system in Brazilian Portuguese, even after downloading the "Portuguese" package, it is unavailable.

It should let you click and hold on the line 'Portugues (Brasil)' and drag it to the top of the list.
After a short while the list should re-build with that line at the top.
What happens when you try that ?
