Here's Debian from 9 to 10. Certainly possible, but fraught with technical difficulty and often unsuccessful. Many admins use new installs instead.

In my opinion Ubuntu would be worse because of their installer and repo methods, and a praxis designed for social/consumer user specifics. I have only one machine with Debian 10 so far (a fresh install on an older one) and there is no rush on the other newer ones given that it could be hours even days of work.
