Yes, 3.6 will have 16.04.3 as a base.
Wine - defaults to whatever is available in the Ubuntu repos at the time. We want to minimize the amount of PPAs used in this OS, and you would have to use a PPA to use a newer version of Wine. I use the Wine staging PPA myself. You can install it with these instructions - https://wiki.winehq.org/Ubuntu
