Not too sure about monitoring URL's but things like Dans Guardian can block some domains completely if they are known to contain things not fit for kids.
There are also plugins/extensions for Firefox and Chrome that work well too. I would check these out first if I was you as they will probably be more user friendly than the proxy servers etc. Older kids (teenagers) I would go with Dans Guardian though
