Passwords and Keys app missing?

Hi, problem on a computer, I hope I can fix the following:

on a fresh install of LL 4.6, after all updates etc., with full disc encryption, the Passwords and Keys utility is missing from the menu! How can I get it back, please?

possible cause..? on the previous install that app had been on the desktop, (via - Menu>add to desktop), and I deleted the desktop icon, but surely that never deletes the apps themselves?
Also I Restored the deja dup backup (to original locations), but that shouldn't affect settings, apart from FF etc. profiles...?

I did not use Timeshift restore.

Edit: I am still asked for passwords to keyrings in the normal way, so that's working.

Not sure what you mean. On the previous 4.6 install Passwords & Keys was there after the install, or perhaps it came with Updates, I didn't notice. That install was not FDE.

This install, same computer, same install from same LL 4.0 live usb (checksum ok), FDE, then updates, all as per manual, but no Passwords & Keys appears in menu. But something must be working, as I do get asked to passw unlock key-rings, and that works ok.

Try sudo apt install seahorse, it will appear under Accessories.
