Deluge doesn't work

LL 3.0 on laptop (installed 2 weeks ago on a new SSD).  I've used Deluge on my desktop (currently on 2.8 but I've had it since 2.2) and never had any issues.  Installed Deluge on my laptop when I installed LL.  Works intermittantly since.

Any suggestions?

How did you install it? Try deleting the /home/youruser/.config/deluge/ folder.

Does the 'Test active port' in Network settings show a green tick when tested?
With LL 3.0 I've had to change the IPv4 settings from Automatic (DHCP) to Manual, enter in the correct details & save.
Otherwise, even though the internet seemed to be working fine before the change,  with both Deluge & Transmission the port test fails & shows as closed.
Made the changes & both programs show a pass or the port is open.
Before doing that they wouldn't work properly.
